  2. Beside the neutral description of the surroundings Jeroen did, it’s important as a reminder to say that collective action happened here at random. As solo artists, even if we used to do a lot of projects involving several persons (graffiti writers, artists, photographers, film makers, graphic designers, associations, citizen), we did not succeed completly to fulfill the “collective in art” topic which was supposed to be the aim of the residency beside urban intervention art aspect (which was the second topic).
“Collective in art” is always happening when you don’t expect it. Here, we gather regarding the curatorship which pushed the three elder collectives into classical archive “time travel” white cubes. We did state together a position interacting with this already-there situation by moving “our” white cube to the place where things are happening, outside of the museum, in some kind of wasteland – if you consider that the reason we were gathered by the curators was also our graffiti background (this statement appears to be some classical art statement but also reflect perfectly how we deal with urban intervention in everyday life). All the other gesture we did were somehow related to the surrounding: the time we spend together while we were hanging around the city, its lack of uncontrolled margins in touristic center mostly which did let us none official space for free artistic moves. And those gesture were especially related to the city council behaviour, which did not spread the information of our active residency, giving birth to some kafkaian mistakes, and which was by the way late for everything (we could have came during the third week if we would have liked to follow the previous schedule we had though) and enable to get any autorisation it was supposed to get (as city council are, most of the time, regarding urban intervention art itself).
But this is a paradoxical situation which we are used to deal with. What brings me at the end to this question: can collective action take place and/or collective of citizens act in partnership with elected people and city administration?
I don’t think so. The aim of doing art is to create despite audience in order to bring strong and actual topics of reflexion (as Foucault is defining actuality: something still in transformation). This is the exact opposite of city council current way of dealing with the audience (satisfying it at least for being reelected mostly).
So as a conclusion, for me, dealing with urban intervention and city council is not about “getting autorisation” or “doing it with defiance”, it’s just about trying to implement new methodologies in the way of managing the city – which we did not completly succeed – or at least showing them that we can do things in another frame. Complete controled/security/ownership/autorisation society is not the democratic dream, it’s citizen prison. And art which sacrifies all its freedom to those rules appears as a crown of flower on the tombstone of a city-cemetary.
We better do self-destructive interventions – as a always renewed blooming – than to play the sterile decorative permanence of patrimony.
